Since, barely, anyone is really hunting, ratting, doing missions and all that in low-sec anyways, what is the loss? Anyone who won't risk their mission bling-ships will stay in empire anyways. They won't go to low-sec regardless if it's 0.4, 0.1 or 0.0. Those that DO go there usually go there to fight, or they are in transit between their nullsec sov and empire.

In it all I just fail to see what low-sec is supposed to bring to the game, if anything at all. It's a fairly large amount of systems altogether, all of which are avoided by most people except those that kicked up a POS in one of the systems. Maybe it's not so much low-sec that needs to be changed, but a new type of missions that should apply for lowsec.

As for people hauling stuff in and out of low-sec and thus *need* the sentries there to stop gate campers, well... people seem to be able to haul stuff around in null, so why should it be different in low-sec? And PvE'ers don't go to low-sec anyways, right, so it's obviously either someone who likes PvP who is moving stuff down, or it's macro-haulers. In the latter case I would think it was a good thing to allow us to pop them repeatedy if it's EULA-breaking bots?
POS Fuel.
As a trader, and supplier of POS fuel for a Corp, you need to be prepared for low sec visits, or pay premium prices. If you are going to trade, you highest profits are usually trough low sec stops, and often, short-cuts are through small, island 0.3 and 0.4 systems. (by island, I mean a single low sec system connected only to high sec systems - so not gateway systems to 0.2, 0.1 and Null Sec)
When trading, you are flying a vulnerable ship, usually an Indy or Blockade Runner. You need to rely on latest star map reports of pilots in space, Local, and knowledge of who's usually in a system and what systems to be wary of.
Is there a lot of money to be made? No, but more than trading in just High Sec. There is reward for the risk there .. and its fun dodging PvP bullets.
If you made Low Sec, Null Sec, I am sure it would become far too dangerous even for those of us who bother to head there at all.
